The second agenda item, Enhancing the Deterrence and Defense Capabilities of NATO, focuses on how the alliance can modernize its military infrastructure, strengthen cyber resilience, and improve rapid deployment forces to respond to emerging threats, including hybrid warfare and strategic competition with adversarial powers.
